What public-service employment verification covers

A public-sector employer may need to confirm identity, previous employment, qualifications, professional registration, work authorisation or references. Each result has a different responsible source. A South African identity result does not confirm a qualification or employment history.

The employer should define the role requirement, lawful purpose, evidence source and reviewer before collecting personal information.

FICA scope

The FIC Act does not make every public body or employer an accountable institution and does not impose customer due diligence on every employee. Where an organisation separately falls within Schedule 1, its customer duties apply to the relevant business relationship.

Accountable institutions also have a distinct employee-screening duty under FIC Directive 8. That duty concerns competence, integrity and targeted-financial-sanctions exposure on a documented, risk-based basis. It does not create a universal requirement for employment history, qualification, income or work-permit checks.

POPIA responsibilities

Employment screening must follow POPIA's processing conditions. The employer should give an appropriate notice, establish a processing condition, collect proportionate information, limit access and set a suitable retention period.

Use the official Information Regulator guidance for security compromises. POPIA does not impose one fixed breach-reporting deadline or make every discrepancy reportable to the FIC.
